Abstract

Although it is often believed that leadership has a significant role in encouraging moral behavior in businesses, little is known about how formal ethics regulations and leaders' behaviors interact to influence behavior. The functioning of the "ethical framework" for English local government, which required all councils to adopt a code of conduct to oversee the behavior of local politicians, is examined qualitatively in this article. Studying local government gives one the chance to look at how management and human elements interact to affect moral behavior and how ethical leadership is shown by various individuals in leadership positions (managers and politicians). According to the report, companies that regularly behave well have a number of executives who intervene to prevent issues from becoming worse and thereby reduce the need for overt ethical regulations.
